Who are you to decide who is black? Federal law provides for racial self-identification, except for some restrictions on the Native American designation. When she goes for a job, seeks housing, etc. she is clearly designated Black. Skin color alone does not determine race in American society and the designation as black includes people of various skin colors, hair types and color, eye color, facial types, etc. Anyone wanting to discriminate against Blacks or African-Americans would readily identify her as Black.
